More than ever, it became imperative for health facility managers to rely on the maternity care data generated to inform decision making on key areas such as resource allocation,staffing levels and disease surveillance. In 2011, the Ministry of Health conducted a countrywide deployment of a new Health Information System known as the District Health Information System, version 2 (DHIS2); open source software to spur improvements in data quality and management. The intended outcome was increased use of health information in decision-making at all levels of the health system. This study examined the state of health information use in decision-making at the health facility level after the introduction of DHIS2. A case study was conducted at Pumwani Maternity Hospital, the largest maternity Hospital, in Kenya to evaluate how health information is used in decision making after the deployment of DHIS2.The study was based on the Performance of Routine Information System Management (PRISM) framework that quantitatively evaluated routine health information systems at the health facility level and has been tested and standardized in countries of similar context such as Uganda. The PRISM framework contextualizes routine HIS performance by inputs, processes, outputs, outcomes,impact and their relationships. Qualitative research methodologies through Focus Group Discussions were used to identify barriers and emergent strategies to improve the quality of data generated and foster a practice of using health information in decision making at Pumwani Maternity Hospital.
