Influence of devolution of human resources: A Case of nurses and public officers in Laikipia North Sub County

Online resources: Summary: In the year 2013, Kenya Health Workers went on strike to protest against their services being devolved to the County Government instead of being retained at the National Government. The strike was an evidence of their job dissatisfaction with the County government. Kenya’s healthcare devolution was introduced to enhance the quality of care, user satisfaction, equity, and efficiency in service delivery. The Government of Kenya views human resource development in the health sector as an essential component of the health system especially in the provision of basic health services. This study sought to determine the influence of devolution on motivation of nurses and public health officers of rural health facilities in Laikipia North Sub County. This research problem was studied through the use of a descriptive research design. This study was conducted in Laikipia North Sub County in Laikipia County among the members of staff in the Rural Health Facilities. The population of the study was 78 health care workers in Laikipia North Rural Health facilities comprising of medical officers, pharmacists, nurse, public health officers and administrator. A sample of 65 would be representative of the whole health worker in Laikipia North Rural Health Facilities. The study used a survey questionnaire which was administered to each member of the sample population. The study established that motivation components of HRH work plan among nurses and public health officers of rural health facilities implemented in Laikipia North Sub-county. The findings were; HRH motivation factors have been affected by devolution; devolution faces challenges in improving motivation of; there were factors that influenced the implementation of the motivation components of the HRH work; there were strategies that can be used at county level to improve HRH motivation. The study recommends that the county management should put a balance between posting healthcare workers to county and the needs of the area. The county management should delegate some responsibility of implementing the new county healthcare policies to their appointees to ensure that the health care workers also took part in the implementation of HRH motivation components; county government should allocate more funds adequate funds and sustained flow of resources in the county to provide sustainable healthcare services. There is need for the management to involve the local community in creating awareness and peace campaigns to reduce conflict and lack of security which affects motivation of HRH which leads to poor health outcomes in the county; management should provide an equitable distribution, balance, motivation, skills, and support of health workers.
